Supervisory Purchase Card Program Manager / PD# 21035-0 The incumbent functions as the Supervisory Purchase Card Program Manager for the Network Contracting Office (NCO). The incumbent provides a variety of complex administrative management services essential to the operation and direction of the NCO Government Purchase Card Program. Provides direct oversight for the NCO Purchase Card Program, which includes ensuring that Government Purchase Card is properly utilized. Makes recommendations on the issuance and revocation of purchase cards to the Director of Contracting (DoC). The incumbent is responsible for developing and maintaining an integrated Purchase Card Program within the NCO. Reviews and integrates higher headquarters guidance and policy statements, directives, and pertinent financial and purchase card regulations and financial, acquisition management procedures to implement overall management strategies and controls. Provide advice and assistance on complicated financial related transactions, areas of managerial discretion, and methods to achieve program objectives. Assesses impact on VA programs and makes recommendations for changes or implementation to the DoC. Uses qualitative and quantitative techniques to analyze and measure the effectiveness, efficiency and productivity of the Purchase Card Program throughout the Network. Serves as Chair of an NCO appointed multi-disciplinary team whose role is to conduct annual audits of the Government Purchase Card Program authority. Responsible for the management and final development of responses to external oversight organizations. Investigates issues for potential violations and fraud indicators. Audits random monthly quality review samples of purchase card transactions provided by the Financial Service Center (FSC) combined with review findings by the facilities Fiscal Officers, Logistics Managers and A/OPC's to verify compliance with VA and Federal Acquisition Regulations. Develops and standardizes training and materials to provide to Purchase Card Program Coordinators (PCPC) for facility training. The incumbent is assigned special projects and/or membership to National/VISN or facility Process Action Teams and will serve as an active member of national work groups developing national purchase card policies. Ensure that Purchase Card procurement data is reported to the Federal Procurement Data System (FPDS) in accordance with agency and VHA policy. Supervises a group of employees performing work at the GS-7 level. Provides administrative and technical supervision necessary for accomplishing the work of the sections. Reviews the work of Purchase Card Program Coordinators (PCPC) at various stages of completion, to assure compliance with Federal and VA Acquisition Regulations, VA/VHA Policies, VA/VHA Directives, VA/VHA Information Letters, VA/VHA Handbooks, and NCO SOPs. Tracks work assigned to the sections from receipt of procurement requests through contract close-out. Performs the administrative and personnel management functions relative to staff supervised. Establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system. Observes workers' performance; demonstrates and conducts work performance critiques. Provides informal feedback and periodically evaluates employee performance. Resolves informal complaints and grievances. Develops work improvement plans, recommending personnel actions as necessary. Effects minor disciplinary measures as appropriate to the authority delegated in this area. Reviews and approves or disapproves leave requests. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Specialized Experience (GS-12):
Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Comprehensive knowledge of acquisition regulations, financial principles, concepts , policies, and objectives, as well as the statutory and regulatory requirements pertaining to implementation and procedures used when coordinating purchase card related functions to ensure legitimacy of transactions and evaluate the integrity and adequacy of program policies and related actions, to include recommending improvements and corrective actions. Skill in written and verbal communication to control efficiently the purchase card program throughout the VISN and establish and maintain lines of communication to ensure optimum treatment of financial related matters and to respond rapidly to priority actions. Ability to analyze financial related data, interpret guidance, and present results of inquires orally or in writing in order to evaluate existing purchase card programs and resolve problem transactions. Detailed knowledge of organizational structures within the Department of Veterans Affairs, and the various Medical Centers throughout the VISN. Knowledge of the NCO in developing and coordinating program and project requirements. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
